The vice-chairperson of Ghaziabad Development Authority (GDA) has directed to cancel the allotment of seven plots in Indirapuram as several of them were allegedly given to family members, relatives and acquaintances of former GDA secretary. Those were allotted. Wednesday.
Officials said the directions were issued in pursuance of the orders of the Allahabad High Court in a PIL (Public Interest Litigation) filed in 2012, and subsequently by the Principal Secretary, UP Housing and Urban Planning Department. The instructions given by the were followed.
“A meeting was held regarding the allotment of plots to MLAs in violation of rules. An inquiry committee was formed and based on its recommendations we decided to cancel the allotment of plots. A total of seven Action will be taken to cancel the plots. Some of these properties are in the names of ex-GDA secretary whose family members/relatives etc have made allotments in violation of norms,” GDA Vice-Chairperson Atul. Wats said.
Officials said the allotment was made in 1997 in a plot scheme, aimed at allotment of plots only to MLAs. It is alleged that in seven cases, the allottees changed their original allotment to get plots in the MLA scheme with alleged connivance or at the direction of the former secretary.
The authority, in a press statement on Wednesday evening, shared the issue and the findings of its inquiry.
In one instance, the authority said a family member of a former secretary has been shifted from Rachana to Indirapuram scheme in Vaishali. “The allotment was not only found to be irregular and illegal but also to be treated as an attempt to gain undue advantage. As a result, the allotment of the plot stands cancelled,” the statement said.
The authority said the plot was allotted in the name of the former secretary's wife and the changes were made seven years after the scheme was launched.
The authority said, “The allottees never appeared before the authority during the investigation and clarified their position… It appears that the allottees wanted to get both the building and the plot registered in their favor by deceiving the authority. The allotment of the plot referred to in the case is found to be irregular and prima facie, it stands cancelled.
Officials said that in some allotments, allottees registered plots through fake or bogus unregistered power of attorney, problems also highlighted in an inquiry conducted by the Divisional Commissioner (Meerut) in April 2011.
In the case of another plot out of seven, the officials said that after a gap of 14 years, the GDA's Karpuripuram housing scheme was changed to the Indirapuram scheme.
In another instance, officials said the plot was allotted to the former secretary's brother.
“We will wait for instructions from the state officials if any FIR/legal action is initiated in cases of fake allotment,” Watts said.
