Gurugram will implement GRAP rules from October 1 to curb pollution, says a senior civic official.

Gurugram will implement the GRAP mechanism from October 1 to control air pollution in Delhi-NCR, a senior civic official said on Monday.

The official said that polluting activities will be banned and action will be taken against violators under the Graded Response Action Plan (GRAP).

He added that various officers have been assigned responsibilities to ensure compliance of GRAP rules in areas under the Municipal Corporation of Gurugram and orders issued by the Environment and Sustainability Wing of the civic body.

The official added that the GRAP mechanism will be implemented in four phases.

The first phase will be implemented when the Air Quality Index (AQI) is between 201 and 300. Sites with a plot area of ​​more than 500 square meters will have to be registered on the web portal, as per the guidelines issued for construction and demolition activities. , the official said.

An AQI between zero and 50 is considered ‘good’, 51 and 100 ‘satisfactory’, 101 and 200 ‘moderate’, 201 and 300 ‘poor’, 301 and 400 ‘very poor’, and 401 and 500 ‘severe’. Considered.

In the first phase, authorities will ensure construction and demolition and collection of solid waste. The senior civic official said that it will be necessary to cover vehicles carrying construction and demolition materials and waste under the GRAP rules.

Anti-smog guns will be installed and compliance will be ensured at construction and demolition sites. Burning of any kind of garbage is prohibited in the municipal corporation area. He said that the use of coal and wood in ovens will also be banned.

The second phase — implemented when the AQI is between 301 and 400 — will see additional restrictions on the use of generators. Only liquefied petroleum gas, natural gas, biogas, propane and butane powered generators can be used.

New power generator sets of 800 kW capacity that meet Union Ministry of Environment, Forests and Climate Change standards- and retro-less use of 125-800 kW capacity and dual-fuel mode with emission control equipment can be done.

In the third phase, when the AQI is between 401 and 450, all construction and demolition activities will be prohibited except for a few projects.

Exempt projects will have to ensure compliance with construction and demolition waste management rules and dust control norms, the senior official said.

In the fourth phase, when the AQI exceeds 450, all construction and demolition activities will be banned.

Arrangements will be made to prevent dust particles from floating in the air and action will be taken against violators, the senior official said.
