Assam Chief Minister Himanta Biswa Sarma, reacting to Congress leader Mani Shankar Iyer's controversial remarks on Pakistan's atomic bomb, said that India's neighbor does not even have money to pay salaries and no one believes that their nuclear weapons are available.
